PART_1: FAKE ID AQUISITION

As an international contraband smuggler it will always be important for
you to be in possesion of alternative ID. Of all the ID in England, the single
most important document - apart from a passport - is a full driver's license. It
is the most common form of ID requested by police or other government official
but a provisional driving license is far easier and quicker to get and in most
cases will be enough to satisfy most people. In fact since the full license can
take as long as six months it may be the only choice available to you. For the
smuggler it isn't strictly neccessary to have a driving license since having a
car means more bureacracy in the UK and greater risks of being caught out. Here
is explained how to get hold of the only four forms of ID you really need: the
birth certificate, provisional driving license and visitor and or full passport.


The Birth Certificate

Many methods outlining UK fake ID aquisition tend to list the documents
out of order. It is most important to select an identity before you go about
requesting documents to support it. The best method in England for obtaining an
identity is "ghosting". Basically you take over where a dead person "left off".
First you have to find a suitable identity to adopt. Suitability is only
governed by nationality, sex and most importantly age. The age of the candidate
at his or her death should be as young as possible. The best are those under 16
but 18 is really the limit. The reason for this is that someone of that age is
unlikely to have generated any major criminal or debt records. The persons age
should be within a few years of your own. There are two ways to search for your
new identity. You can either search tombstones in graveyards (no thanks) or use
the microfiche to view old newspaper obituary columns - this is probably the
best method.
Second you must now apply at the local registry office for a duplicate
birth certificate. There is usually a small fee (about 8 quid or so) for this.
It is best to apply to the office where the person was born if you can find it
out since fewer details are required. Otherwise expect to be asked for: name,
place of birth, father's name and the mother's maiden name (you can usually get
away without knowing this one). If asked why you want it say you need it so you
can get a passport or medical card. If the clerks at the office are suspicious
for some reason it's best to explain that it's for a friend who was too busy to
get it himself.
You will need the actual certificate and not a photocopy of it when you
apply for your passport. This process is so simple - no cross-referencing - the
only risk is that the certificate might have been stamped 'deceased' at the time
of death - this is highly unlikely though. Once you have the birth certificate
you are halfway there - now you have your identity.


Provisional Driving License
"""""""""""""""""""""""""""

As mentioned before this is a very cool document to have. No checks are
made of applicants and so no supporting documents are required. All you do is
go to the post office and fill in the form and send it to the DVLC in Swansea
along with the fee (about 20 quid). In about a month you'll get the license and
that's all you have to do. It doesn't require a photo either making it a very
simple exercise.
You will ofcourse need an address where they can post this and other
documents to. One way is to open a 'rent-a-mailbox' service. Look in LOOT (the
London free ads paper) or Exchange and Mart for one of these. They are not too
expensive (2-5 quid a week). Another method is to rent a room in a guest house/
hotel - the advantage with guest houses is that they hardly ever ask for any
form of ID and you just pay in cash weekly or monthly. Much more expensive but
you get reasonable accomodation at the same time. Both methods are satisfactory
and the mailbox owners don't ask for any ID either.
There, now you have two forms of fairly good ID and you haven't really
done much hard work to get them.


Passport aquisition
"""""""""""""""""""

If your work merely involves travelling 'friendly' parts of Europe then
you may as well just get a one year visitor passport. You can get one same-day
at a post office simply by walking in and filling in a form. By using your two
forms of ID you will have no trouble at all getting the passport. Now you can't
say that was hard. With your three forms of ID you can now roam a large chunk of
Europe without any trouble authorities. The visitor passport at present allows
you to travel to the following places:

If you require a full passport to travel worldwide then the process has
a slight twist unfortunately. The forms are not as difficult as they look but
you will need to find referees. These should be people like doctors, teachers,
lawyers and suchlike persons. It's not always that simple to get these people to
falsify documents for financial reward so you may wish to falsify this part. If
you want to falsify the referees you should gain real information on people and
fill in the sections of the forms that they are meant to with their actual names
and addresses and professions: (they are usually checked you see). Submit your
application in summer when the offices are overworked and often do not have the
time to cross-reference and often don't write to these people for confirmation.
If you do falsify the form you MUST use the 'rent a mailbox' method described
earlier. Though this time open two mailboxes and have one forward to the second
for extra security (they will almost always do this but it may cost a little bit
more than simply holding your mail). That way if you are rumbled then Special
Branch shouldn't be able to track you down. But if you follow the method shown
here then you shouldn't come across any problems. Don't worry if it gets messed
up just start over again using new identity and mailboxes. The filth don't put
photos of fraudulent passport applicants on Crimewatch you know!


Well now you have all the ID you're going to need as a smuggler. That's
the easy bit over. Now you must put your ID to work.....

Smuggling and Dope. By John Shaver

This is the first of many articles that I plan to write for TAP about a subject
that is very dear to my heart.... DOPE. I have been reading TAP for a while
and absolutely LOVE Dr. Atomic's Underground Drug News. Like most "dopies", I
read all of the mags devoted to the world of drugs and drug related objects.
Not to undermine Dr. Atomic, but my articles will consist mainly of how-to
information about drug related objects and drug smuggling. Correct me if I am
wrong, but Dr. Atomic writes mainly about the how-to aspect of the chemistry-
drug field.
In my first article, I would like to tell you about an incident which hap-
pended to me while I was overseas in Europe. Anyone who wants to get his hands
on some cheap hash or coke should consider making a trip to Europe. Many cheap
charter flights fly out of New York and a major haul could more than pay for
the trip.
In Berlin, I purchased ten grams of has on the street for 8 German marks per
gram. For those who are not up to date on the exchange rate of US dollars to
Marks, the price is translated into $3.85 per gram! But how good is the hash
you ask? Well, a friend and I smoked a rolled up cigarette laced with a small
amount of hash while on the return flight to New York and in a matter of
five minutes, we were knocked out. When the plane began to fly upside down,
we knew we were stoned off our asses. Incidentally, one should smoke hash in
the lavatory of the jet, not in one's seat!
And now for the real shocking truth...Coke sells in Berlin for the amazingly
low price of $50 per gram. This coke is as good as any here in the USA and is
the best I have found for free-basing. Other good deals include Heroin and an
occasional hit of LSD. All of these harder drugs are extremely cheap and
surprisingly cheap.
How can I smuggle the hash, etc. into the US of A? Here are a few sugges-
tions I know to work very well. First, when going through customs in the US,
wear a business suit and a tie. The customs officials will be less likely to
ask you to open your suit case if you look presentable. Another suggestion is
never to make jokes and laugh while standing in line at customs. Those SOB's
have been know to strip 80 year old women who joke around in line..... just
makes yourself as status-quo as possible.
What if custom officials do decide to examine your luggage? One way which I
smuggled in some great shash was by cutting a bar of soap in half, hollowing it
out, and packing the dope inside. Then put the bar back together and use
water to seal it. Even the best dog couldn't smell through that type of pack-
ing. For larger "shipments", conceal it in any type of regular container and
put it in a plastic garbage bag. Then put all of your dirty clothes on top of
it and top that owith your dirty underwear. No self respecting customs agent
will root through a bunch of smelly clothes to the bottem. If you want to hide
toe drugs on your person, the best place is your crotch. Be sure he isn't
queer if he decides to frisk you.
Fine, I know the city and the means of getting the drugs back, but how the
hell do I find the street where the drugs are located? Berlin is a large city
and one needs a map to find the arreas I am talking about. If you write to
me care of TAP I will be more than happy to send you a map with the areas
marked, and even send you info on where the cheapest airlines are located.
Roundtrip to Berlin from New York can be as cheap as $450!

PART_2 TRICKS OF THE TRADE

Before you can just go off and smuggle you have to know the odds against
you and how to minimise the risk of being caught. No matter what it is you're
going to smuggle you have to take the precautions outlined here. For reasons un-
known to yourself you may have become a suspect person and at airports may be
under surveillance. The following are some useful methods to protect yourself.


1. Hold all sensitive conversations with contacts, etc. outside in the open air
since this will reduce the effect of pickups.

2. Carry a radio spectrum monitor in your pocket so you can detect RF body bugs.
[Such a device can be bought mail-order from Dektor Corp in Savannah, Georgia in
the USA]

3. Carry an audio noise jammer to protect you from audio surveillance transmitt-
ers. [Can be bought from Tactronix Corp in Palo Alto, California in the USA].

4. Get hold of a radio frequency scanner. These are around 100-200 quid in the
UK and are very handy. You can listen in on airport, harbourport customs men at
work and know what's going down and may help you to know if you're a suspect.
Get one that has a wide continuous frequency range 30MHz-1GHz would be ideal
though probably far too expensive (or just get a Tandy model). These do ofcourse
have many other uses beyond smuggling. You will need to build up a list of what
frequencies are being used for what. Do this by getting into a neutral part of
the port or airport (such as the plane spotters balcony at Heathrow) and then
use the scan facility to find conversations. Work out who's talking to who and
keep doing this till you have a fairly good idea of what's going on where and
how).

5. It's a good idea to do a test run where you simply test your plan without
running any contraband. In unusual locations it may bring to light many things
you had previously miscalculated or overlooked.

6. When you start smuggling start small. Smugglers tend to get caught because
they are too successful and let it go to their heads - stay small for at least
five runs with fairly mild wares (Rolexes, jeans, etc.) and stick to friendly
countries.

7. Remember the cliche, 'if you want it done right, do it yourself' - many a
smuggler has been let down by 'associates'.

8. Dope smuggling is a short term business. Prisons are overflowing with dopers
with egos too big for their own good. Many of these large-scale smugglers get
caught because they believe they are invincible.

9. Never introduce anyone to your foreign connections.

10.Never use the payphones at airports or your home phone for business - never.

11.Bear in mind that 10 per cent of all drug smugglers get caught whilst only
about .01 per cent of other types of smugglers get caught.

12.If you intend to make smuggling your living you should be sure to blend in
with the surroundings.

13.Never trust anyone. Remember that snouts claim they can do anything, which is
always a lie.

14.Have a company for your operations. Get a post office box and a phone answer
service away from where you live or use a divertor.

15.Make up good-looking business cards, wear good clothes, a suit and expensive
jewellery. People will want to see that you are a success and this will give
them greater confidence in you. AMEX gold is always a good indicator.

16.Customs officials look out for people who use cash to pay for airline tickets
and hotels. It's best to use credit cards.

17.Remember that if you're not carrying something really heavy like drugs then
in most cases you'll just get a slap on the wrist. Watches etc. are examples of
this.

18.Most customs busting teams are looking out for big time smugglers and won't
know a Timex from a Rolex.

19.Folkestone has got to be the simplest method of getting in and out to the
continent. Take the ferry.

20.Dover is still preferable to Heathrow and Gatwick.


It's a good idea to have a legitimate cash-orieented business front to launder
the proceeds through such as a restaurant. Also it might be an idea to keep the
proceeds offshore (maybe Jersey or Guernsey) where taxes are low or non-existant
and they couldn't give a damn what you declare to the British government. When
you want to move funds to these places you simply smuggle it through in liquid
form such as gems (if you know what you're up to - article on gem smuggling is
coming later). By setting up an offshore company in the country and paying two
nominee shareholders in the country you can draw on the funds as company assets.
These sorts of money laundering and 'what to do with the cash' methods will be
explained in greater detail in future parts of this handbook available from any
PBDN bulletin board.

Many people build up smuggling operations only to be caught out by their own
lack of security over who joins. If you stay small in numbers and cautious from
start to finish you are more than likely to remain a success.

This part of the handbook is dedicated to non-drugs related smuggling
and outlines what various countries can supply and where the goods they supply
are in demand on international black markets. Most importantly though it is the
job of the smuggler to always be on the lookout for developing situations of
interest where new black markets may be forming.

It's hard to generalize with these things since situations are always changing
due to political, social and economic changes. Just decide on your good and the
place of destination and then do your research from there. A good and imfamous
place to start is in the Bahamas but then most UK smugglers tend to start off
with the petty dope smuggling from Europe (not a particularly profitable enter-
prise and the risks are great).
